On 29/10/2021, the Mekong Delta Climate Resilience Programme (MCRP) in collaboration with two Joint Technical Working Groups (JTWG) on Water management in Long Xuyen Quadrangle (LXQ) and Quan Lo Phung Hiep (QLPH) organized the launching workshop and training on Mekong Delta – Water Database System (MD-WADS) - Pilot phase. The MD-WADS responds to the needs of local authorities with functions and duties related to water management, climate change and disaster prevention, water infrastructure operation management, water resources monitoring and hydrometeorology.
In the pilot phase (2020-2021), the MD-WADS is developed and connected between 5 provinces of An Giang, Kien Giang, Ca Mau, Bac Lieu and Soc Trang in 2 sub-regions QLPH and LXQ.
The launching workshop was held virtually with the participation of more than 60 representatives from the Directorate of Water Resources/MARD, Department of Water Resources Management/MONRE, the Departments of Agriculture and Rural Development, the Departments of Natural Resources and Environment, the Hydrometeorological Stations of the 05 beneficiary provinces, Sub-Departments of Irrigation of 03 provinces in the Plain of Reeds sub-region (Dong Thap, Long An, Tien Giang, ) and representatives of the universities in the Mekong Delta region.
On behalf of beneficiary provinces, Mr Nguyen Huynh Trung – Director General of Irrigation sub-department of Kien Giang affirmed that the “Mekong Delta – Water database system” has contributed to solving the needs of data management and sharing among sectors and provinces. Through the online database platform, the water database system(s) of the provinces are automatically connected to synchronize data regularly and continuously. This is the innovative transformation in the water sector thanks to digitalization“.

Mr Nguyen Ngoc Thanh – DWR/MARD showed high appreciation for MCRP’s support in developing the Mekong Delta – Water database system and operation of the joint technical working groups. Mr Thanh suggested beneficiary authorities further update and manage the system and the upscaling of the MKD-WADS to other regions. This will contribute to the effective management of irrigation infrastructures for local production and livelihoods, enhancing cross-sectoral and cross-provincial cooperation in water management in the delta.
The MD-WADS is integrated into the electronic portals (websites) of 05 Departments of Agriculture and Rural Development. In addition to government authorities, the MD-WADS also provides open data sources in the water sector for a diverse group of users including scientific researchers, students and the community.
After the launching workshop, the technical staff of DONREs, DARDs and meteorological stations of 05 provinces were intensively trained on how to install, manage, and operate the water database system.
The MCRP is jointly implemented by the GIZ and the Viet Nam Disaster Management Authority, Ministry of Agriculture and Rural Development (MARD). The development of MD-WADS is part of the joint workplan of 02 JTWGs on water management in the two sub-regions LXQ and QLPH, supported by GIZ since 2016.
Towards enhancing digitalization and inter-sectoral and inter-provincial cooperation in water management, with a vision to 2025, the MD-WADS will be upscaled to other provinces and sub-regions in the Mekong Delta.
